Message d'accueil de Jean-Luc Lory, Coordinateur des programmes Strabon

Des obligations de dernières minutes m'ont privé du plaisir de partager avec vous ce deuxième atelier Strabon à Sainte-Lucie. Cependant grâce au portail qui concrétise notre collaboration, j'ai le grand plaisir de m'associer virtuellement mais très sincèrement à Madame l'Ambassadeur pour vous adresser ce message d'accueil.

C'est en 2006 que le Service de coopération et d'actions culturelles de l'Ambassade de France auprès des Etats de l'OECS a associé la Fondation Maison des Sciences de l'Homme au lancement d'une action visant à promouvoir la protection et la valorisation du patrimoine culturel des pays de l'OECS et plus largement de la Caraïbe.

C'est de cette action qu'est née la RHA, dont le premier bureau, présidé par Eric Milton Branford qui doit être parmi vous et que je salue a été formé en janvier 2008.

Launch meeting of the RHA Print E-mail

The Association for Regional Heritage Association (RHA) held, on 28 and 29 January 2008 at Rodney Bay (St Lucia), its kick-off meeting in the presence of representatives of the association from the six states of the OECS and those of Martinique and Guadeloupe.

The meeting will aim at defining the role and mandate of the RHA in the sub-region of the OECS, as well as the establishment of a legal and institutional structure and a plan of action.
The conference will also provide an opportunity to discuss the link between heritage and tourism, particularly in support of a thorough presentation of the Strabon-Caribbean programme, which will be followed by a training workshop for launching the project in the region.

"Heritage and Citizenship" conference Print E-mail

The Embassy of France to the OECS, in collaboration with the Ministry of Tourism of Saint Lucia via its “Heritage and Tourism” programme, organised on 11 and 12 April 2006 a regional conference on the theme “Heritage and Citizenship: in favour of harmonisation of heritage policies in the East Caribbean states”. This conference brought together over 50 participants from five of the six OECS member countries, as well as Guadeloupe and Martinique.

The conference’s objective was to consider the emergence of a shared regional policy for heritage preservation and promotion, giving citizens a front-ranking role in the development of their region. It also had the ambition of launching a reflection on the ties between tourism and heritage within the framework of ethical, sustainable tourism.

The debate essentially revolved around:

  • The preservation and enhancement of the heritage of the Eastern Caribbean, Guadeloupe and Martinique, via a regional approach to heritage;
  • The implementation of legislation at the national and regional levels for the protection of the cultural heritage, e.g. the Grenadine Law, which is the only such law adopted in the OECS countries;
  • The need to set up a policy to increase public sensitivity, information and learning regarding heritage in order to strengthen the sense of citizenship and identity in the Eastern Caribbean states;
  • Diversification of the tourism offer through the promotion and enhancement of the heritage and cultural identity of the Eastern Caribbean states;
  • Integrating heritage into a sustainable economic growth policy, in keeping with the priorities of sustainable development;
  • Reviewing the project “strabon.org”: multilingual and multimedia information system for Euro Mediterranean cultural heritage and tourism, implemented within the framework of the Eumedis programme, which enables the region’s abundant cultural heritage to be made accessible via a network.
